Kenya — Country Intelligence
East Africa's most diversified economy and its financial, technology and logistics gateway — Nairobi anchors the region's deepest capital markets. Strong fundamentals are offset by a heavy debt-service load, a volatile tax regime and episodic political unrest.
Intelligence current as of October 2026. Figures are cited to named public sources and dated. Grades are ABC's analytical assessment; raw indicators are verified against the sources listed at the foot of this page.
Investor scorecard
Deep markets, talent and open capital account, but high debt service, tax volatility and protest risk hold the grade mid-band. A regional-base play more than a low-risk one.
| Factor | ABC grade | Raw indicator (cited) |
|---|---|---|
| Peace & security | DElevated risk | 127th of 163 on the 2025 Global Peace Index (IEP). Broadly stable institutions, rattled by the 2024–25 anti-tax protests; persistent Al-Shabaab threat on the Somali border. Verified Unrest is episodic and urban, not armed conflict. Likely |
| Macroeconomic sustainability | C+Improving | GDP growth ~4.9% (2025); government debt ~69% of GDP; inflation ~4.1%, within target. Ratings on an improving path: Moody's B3 / positive, S&P B / stable (upgraded Aug 2025), Fitch B− / stable. Verified |
| Business environment | C−Challenging | Corruption Perceptions Index 32/100, 121st of 180 (Transparency International, 2024). Sophisticated private sector and capital markets, but procurement graft and an unpredictable tax regime are real frictions. Verified |
| Ease of investing & capital mobility | B−Open | FDI ~US$2.3B (2024) rising to ~US$3.2B (2025), UNCTAD. Fully convertible shilling, no exchange controls, free profit repatriation — a genuine strength. AfCFTA ratified. Verified |
| Governance & institutions | B+Comparatively strong | 10th of 54 on the 2024 Ibrahim Index of African Governance — a regional leader, broadly improving over the decade, though the security sub-score has slipped. Verified |
Macro context
Kenya is East Africa's commercial, financial and tech gateway. After a 2023–24 scare over a US$2bn Eurobond maturity, a successful refinancing and shilling appreciation restored confidence, and ratings outlooks have turned up. Growth is steady near 5% but below potential, constrained by a heavy debt-service burden and IMF-anchored fiscal consolidation.
Priority sectors
- Agriculture & agro-processing — the backbone export base, from tea and horticulture to processing.
- ICT & fintech — a continental leader — M-Pesa's home and a deep digital-finance ecosystem.
- Manufacturing — regional light manufacturing and consumer goods serving the EAC bloc.
- Tourism & hospitality — a mature, high-value source of foreign exchange.
- Energy — geothermal and renewables — one of Africa's cleanest grids.
Operating reality
Investors get strong infrastructure, talent and capital markets, but must plan for a high and volatile tax environment, episodic political unrest and protest disruption, corruption in public contracting, and periodic liquidity and FX swings. The regulatory posture can shift quickly with each new finance bill, so scenario-planning around tax and policy is essential.
Risk & entry considerations
- Verified Capital mobility is a strength — open account and free repatriation lower one major Africa-entry risk.
- Verified Ratings and FX have stabilised since the 2024 Eurobond refinancing.
- Likely Tax and finance-bill volatility is the most underrated operating risk; model several policy scenarios.
- Unconfirmed Any sector-specific incentive should be re-verified against the current finance act before it is relied upon.

Method & sources
Grades are ABC's analytical assessment, scored on a five-band scale (A strongest to E weakest) against the raw indicators shown — each drawn from a named public source and dated. Where ABC adds interpretation beyond a published figure, the claim is classified Verified, Likely or Unconfirmed. Primary sources: Institute for Economics & Peace — 2025 Global Peace Index; IMF and Central Bank of Kenya macro data (2025); Moody's, S&P and Fitch sovereign ratings (2025); Transparency International — 2024 Corruption Perceptions Index; UNCTAD — World Investment Report; Mo Ibrahim Foundation — 2024 Ibrahim Index of African Governance. Figures are current to October 2026 and should be re-verified before contractual reliance.
